Would someone like to argue this or detail it?
A historical site or object from another is a property right issue.
It fails Lock's test in that it is not plentiful, unneeded, and unowned, so you don't get it. Since you shall not mess with something that you don't have permission for, (you have implicit permission on your own items) then DON'T MESS WITH IT !
